Working Group created by a resolution of the Finance Committee in 1996 to examine the application of the CERN purchasing policy procedures.

The Working group consisted of delegates from most Member States, some accompanied by experts, and representatives of the Management. The Working group held six meetings, all at CERN.

Its mandate conerned the general purchasing policy of the Organization as stated in 1993 and included in the financial rules :

  • Ensure that bids fulfil all the necessary technical
  • Financial and delivery requirements
  • Keep overall costs for CERN as low as possible
  • Achieve well balanced industrial return coefficients for all Member States
